With the release of EPS 5.0 in September 2013, PennDOT re-engineered the emergency permitting process. The previous process of ordering Emergency Permit Cards (EPCs) is now obsolete. Utilities currently in possession of non-expired EPCs can continue to use them until they expire. Utility companies should, as soon as possible but at least before their EPCs expire, obtain an Emergency Permit Certificate, which is the replacement for EPCs.
